# Closing the Interoperability Gap: Lessons from Multi‑Agency Response Exercises

The real value of multi‑agency training lies in its “learn‑by‑doing” approach. Only when police, fire, ambulance, and military partners operate together under simulated pressure do the invisible friction points of a major incident truly emerge.

These exercises are not just about practising procedures; they are about exposing where coordination falters so those gaps can be closed long before a real crisis unfolds. Interoperability, as these sessions reveal, is far more than shared equipment; it is the ability to overcome inherent technical, linguistic, and administrative barriers. 

### **The Communication Gap**

One of the most persistent challenges highlighted in joint exercises is radio communication. Even when responders stand only metres apart, their devices often “speak” different languages. A talk group used by one agency may map to a completely different channel or not exist at all on another agency’s handset. This forces teams to rely heavily on verbal instructions during high‑pressure moments, introducing delays and increasing the risk of error.
